Turkish Football Federation (TFF) has unveiled its neatly projected four-year strategic plan with a press conference in Çırağan Palace with the participation of local and foreign media.

Making the opening speech in the presentation, TFF President Mahmut Özgener said: "This will be the first ever strategic plan of our federation which was founded back in 1923. Thanks to this roadmap, we are confident that we can largely improve Turkish football both from the sportive and financial perspectives until 2013. We have been working on this plan for almost a year in order to establish a firm infrastructure for Turkish football. We have spotted 11 +1 clearly defined and scalable targets in this plan which will function as a corporate guide for our federation"

TFF Strategic Plan

1- National Teams

a) Under-17, Under-19 and Under-21 national teams should qualify for the finals of every European Championship. Players should be well integreted with the senior team.

b) Senior National team should qualify for EURO 2012 and 2014 FIFA World Cup.

2- Elite Players

a) 15 of the clubs competing in the top two professional divisions in the country, should improve their youth development programmes to academy standards. The number of Technical Education Centres should be increased from 50.000 to 200.000. In this way, 12.000 talented youngsters aged 10-12 can be given football education.

3- Women Football

a) Participation of women in Grassroots activities should be increased from 5.000 to 75.000.

b) Increasing the number of women football clubs from 45 to 100.

c) Increasing the number of licensed playewrs from 1.300 to 6.000.

4) Grassroots and Amateur Football

a) The number of players with grassroots and amateur license should be increased from 320.000 to 1 million.

b) Establishment of a regional semi-professional league just below the professional leagues.

5- Refereeing

a) The number of referees in UEFA's Elite and Premier Categories must be increased at least to three.

b) Increasing the number of referees from 6.500 to 15.000.

6- Coaching

a) Until 2013/04 season completion of transformation for coaching licensing in accordance with the JIRA Convention.

b) Youth Development Managers from top two division clubs must have GGP Management Certificate which will be issued by TFF.

7- Corporate Development

a) Better commercial and human resources handling

b) Performance-based system will be in action.

8- Football Economy

a) All national and regional competitions will have a naming sponsor.
b) TFF's current budget which is 181 million Turkish Lİras, will have increased 40 per cent by 2013.

9- New Communication Technologies

a) Annual visitors of Turkish Football Federation's official website tff.org should be increased 10 per cent from 14 million users.

b) The number of registered users who can get in direct contact with the federation should be increased to 1 million.

10- Modern facilities and stadiums

a) Increasing the number stadium which fit UEFA's Elite Category, must be increased from 2 to 6.

b) Start of construction of 5 new stadiums.

c) Super League stadiums will be fully compatible with UEFA's Stadium Safety and Security criterias.

d) Increasing the attendances of Super League matches by 30 per cent.

11- Club structures and organization

a) All Super League and 1. League clubs should apply for a UEFA club license starting from 2011-2012 season.

b) Guiding all clubs to prepare a three-year strategic plan for years 2011-2014 and completion of licensing system.

11 + 1. Establishment of a new seven-year preparation plan for bidding and hosting international tournaments, meetings and football-related activities. By 2013, hosting at least three finals in UEFA and FIFA competitions. Also, hosting at least one UEFA and FIFA congress.
